What is a “Romanian from Everywhere”?
According to Law no. 299/2007, Romanians of Everywhere are persons who freely assume Romanian cultural identity, as well as those of Romanian origin or belonging to the Romanian linguistic and cultural heritage living outside Romania, regardless of the ethnonym used. This category also includes Romanian emigrants, their descendants, and Romanian citizens with residence abroad, whether or not they have retained Romanian citizenship.

Please note that scholarships for Romanians from Everywhere require studies to be conducted in Romanian language.

Please note: candidates who hold Romanian citizenship and reside in Romania (holding the Romanian ID card) must apply through the standard admission process for Romanian citizens at their chosen faculty. Candidates that have pursued studies outside Romania but hold the Romanian citizenship and a Romanian ID card are not eligible for a Romanians of Everywhere place.

Accommodation
Candidates who receive a Letter of Acceptance from the Ministry of Education and Research as scholarship holders may request accommodation in university dormitories. Accommodation is provided free of charge, subject to availability, and must be requested before arrival in Romania.
