Who is considered a Romanian from Everywhere?

According to Law No. 299/2007, Romanians from Everywhere are persons of Romanian origin or belonging to the Romanian linguistic and cultural heritage who live outside Romania and freely assume their Romanian cultural identity. This category also includes Romanian emigrants, their descendants, and Romanian citizens residing abroad, regardless of whether they have retained Romanian citizenship.

Preparatory Year of Romanian Language

Preparatory Year applicants may apply only for scholarship places.
The Preparatory Year of Romanian Language is managed by the International Relations Office and follows a dedicated admission procedure.

Applicants seeking a scholarship who do not speak Romanian are required to complete the Preparatory Year before starting their degree studies.

Bachelor's Degree

Bachelor’s Degree for Romanians from Everywhere/Ethnic Romanians

Applicants admitted to scholarship-funded places benefit from financial support provided by the Romanian state. The admission process is organised centrally through the University of Bucharest and follows the national regulations applicable to Romanians from Everywhere. Scholarship holders may benefit from:

Tuition fee exemption;
Monthly scholarship (where applicable);
Free accommodation in university dormitories, subject to availability.

Tuition-Fee-Paying Places for Romanians from Everywhere/Ethnic Romanians

Applicants who wish to study on tuition-fee-paying places must apply directly to the faculty offering their chosen study programme.

Admission requirements, available programmes, selection criteria, and enrolment procedures are established and managed by each faculty independently.
